Frederick Cecil Yeo, the youngest of four sons of Samuel William Yeo and Emily Gresley, was born in Manitoba in 1918. He married Donna Mae Tully; they had one son:
– Christopher Tully Yeo (1963–2010).

Born in Swan Lake, Manitoba, Fred lived in Melita, Manitoba and Yorkton, Saskatchewan before settling in Bowsman, Manitoba where his family was in the hotel and restaurant business. He graduated from the Provincial Normal School in 1941 and taught in Egilson and Bowsman. He served in the RCAF from 1943 to 1945, then attended the University of Manitoba, graduating with a Bachelor of Interior Design in 1951 and a Bachelor of Education in 1957. After graduation, he was an in-house designer for Arnett Refrigeration and Hudson Bay House. In 1954 returned to the teaching profession and taught at Riverview and Sargent Park schools.
In 1965 he became an administrator and retired as the Art Consultant to the Winnipeg School Division in 1983. Fred influenced many young lives, encouraging people to enjoy art and to appreciate the design and beauty of natural objects and the world around them; he also taught painting classes for the Art Gallery. For over twenty years he worked on the Manitoba Association for Art Education Easter Art Exhibition which presented student art from all over Manitoba. He gave art workshops for teachers throughout the province and worked on the Provincial Art Curriculum. In 1995 he received a special award for his outstanding contribution to art education in Manitoba.
Always a young at heart, Fred was kind, loving and dedicated to his family. He enjoyed traveling and camping, gardening, the theatre, lawn and five-pin bowling and spending time with family and friends. He was a founding member of the Professional Interior Designers Institute of Manitoba, a past-president of the Manitoba Association for Art Education, co-chair of the Canadian Society for Education Through Art Conference, a member of Westworth United Church AOTS, the Mentors Club and The Retired Teachers Association of Manitoba.
After a brief illness, Fred passed away on 26 December 1999. Predeceased by his parents Samuel William Yeo (1962) and Emily Yeo (1963), his sister Norma Boyd Rowe (1999) and his brothers Earl Yeo (1985), Jack Yeo (1983) and Irving Yeo (1998), he is survived by many members of his loving family.
