Philip Joseph Yeo was born in Newfoundland in 1890 to parents John Yeo (1861–1940) and Marie Waterman. He married Janet Graham McLachlan in Seattle in 1921 and they had two children:
– Philip Joseph Yeo junior (1922–2013)
– Mary Margaret Yeo (1925–1967, married John Philip Prince).
