James was born in Shaldon on 10 July 1906 to parents Alfred Alexander Bulley and Jessie Melina Yeo (1884–1951).
He is recorded in the 1911 census at the age of four, living with his parents at the Kimberley Arms pub in Church Street, Littleham (near Exmouth).
