Charles Henry Basting and Eliza Yeo – married twice?

Charles Henry Basting was a bricklayer who served in the army during the First World War.

Eliza Yeo’s birth was registered at St Thomas in the first quarter of 1883. The 1891 census records her at Woodbury in south-east Devon with her parents James Yeo (a gamekeeper) and Caroline Yeo, and her older sisters Mary Maria Yeo and Louisa Florence Yeo. James Yeo had married Caroline Hill in north Devon in 1877.

Charles and Eliza’s marriage is recorded twice: on 19 December 1912 (registered at Okehampton) and on 13 February 1913 (registered at Alton in Hampshire). Was one a civil marriage and the other a church marriage and were both registered? Or is there an error in the records?
